routine

inspection

of

the

Susquehanna

Steam

Electric

Station

lcovered

plant operations,

surveillance,

maintenance,

follow-up of open

items,

licensee

events,

IE Bulletins

and

Information Notices,

and

ESF

System

Walkdowp.

The

inspector

identified

one

violation

in

which

a

manual

containment

isolation

valve in the Unit 2

RCIC System

was closed,

but not locked closed

as required.

Please

reply to this matter in accordance

with enclosed

Appendix A.

Section

1. 17 addresses

the

issue

of reliable

power to the

RCIC Topaz Inverter

and although

a great deal of effort has

been

expanded, little correctivel action

appears

to

have

resulted.

You are

requested

to reply to this

concern,

and

provide your corrective

action

schedule

along with the

response

to

the~

above

violation.

Please

note that attached

to this inspection report, is

a copy of an

anonymous

allegation regarding plant drawings which was received

by Region I.

TheII allega-

tion

reemphasizes

a previously identified

concern

related

to this issue.

We

request that you investigate this allegation

and inform us within thirty days

what impact, if any, this has

on your letter dated

June

24,

1985 that addressed

this issue.
