SUBJECT:
DETERflINATION OF EFFECT OF OPERATION AND MAINTENANCE ACTIVITIES ON ARCHEOLOGICAL SITES DESIGNATED SES-3, SES-6, SES-8, SES-11 (SUSQUEHANNA STEAM ELECTRIC STATION, UNIT 1 AND UNIT 2)
This is to request information which will allow us to complete our process for the determination of effects for archeological sites SES-3, SES-6, SES-8 and SES-ll associated with the station.
A review of records indicates your response of flay 31, 1983 included as an enclosure a letter written to the State Historic Preservation Officer (SHPO) dated April 19, 1983 in which you referenced 36 CFR 800.3 and 36 CFR 800.4, and identified certain mitigating measures protecting the sites.
In addition you made reference to your report entitled Archeolo ical Investiqations at the Sus uehanna SES:
The Sus uehanna SES Flood lain, dated March 1981.
Also included was a letter from the SHPO to the NRC, dated April 20, 1983, which incorrectly attributes a certain effect finding to the NRC.
lfe find the materials submitted to us inadequate for us to go forward with the process of determination of effect.
lfe wish to clear this matter up.
We therefore request additional information which follows the specific steps in 36 CFR 800.4(b), (c) and (d).
You will note that these steps refer to 36 CFR 800.3 relative to the application of the criteria of effect and adverse effect and also to 36 CFR 800.13 relative to adequate documenta-tion.
We also request that you provide a report documenting the analysis performed in making the finding for determination of effect.
This analysis should be reviewed and concurred in by the Pennsylvania State Historic Preservation Officer before being submitted to us.
The SHPO's written comments should be included in your submittal.
