This letter transmits
the report of the January
11-16,
1985 inspection of the
Susquehanna
Steam Electric Station
by Mr. E.
M. Kelly.
The findings from the
inspection
have
been discussed
with Mr.
R.
Byram of your staff.
The inspection
covered Unit
1 design
changes
intended for installation during
the upcoming refueling outage,
as well as modifications
made or planned for the
Safety Parameter
Display and Transient Monitoring Systems.
Plant
Change
Notices
(PCNs)
and Drawing Change
Notices
(DCNs) issued against
the above
modifications were reviewed with emphasis
on examples
of discrepancies
between
the as-built plant and design drawings.
Evidence
'was found of configuration
control problems,
of which you were previously aware, with Class
2 connecton
and wiring diagrams
for internal cabinet terminations.
Although no correlation
has
been
made to any operational
problems,
we believe that the potential extent
and significance of such discrepancies
as they relate to both the design
process
and plant opera tion should
be fully understood.
You are therefore
requested
to address
the unresolved
item described
in this report,
in writing,
within 30 days.
