This letter refers to the enforcement
conference
held
on November 30,
1984, in
the Region I office to discuss
the findings of Susquehanna
Special
Inspection
50-387/84-35,
related to the control
rod array which exceeded
a scram insertion
time Technical Specification limit during
a Unit
1 trip on June
13,
1984.
At th'is meeting,
we also discussed
the status of your actions associated
with
Confirmato~y Action Letter 84-18, addressing
problems with T-ASCO scram pilot
the results of which were outlined in your letters to Region I
dated
November
19,
1984.
Conference details are described
in the report enclosed with this letter.
Also
enclosed is
a copy of your presentation
which was distributed at this meeting.
Based
on our discussions
at this meeting,
and the results of your evaluation of
the failure mechanism of the
scram pilot solenoids,
we feel that the increased
frequency of rod surveillance testing
should
be continued
as committed to in
CAL 84-18 and your November 19,
1984 letter, until your final evaluation
and
a
written application for relief to the
NRC have
been
completed.
You will be notified of our evaluation of appropriate
enforcement
action by
separate
letter.
