Dear Mr. Curtis:

The NRC staff has completed its review of your staff's request for authorization to be given relief from the required hydrostatic test following cut and reweld of the ASME Class 2 non-safety-related main steam drip leg drain line.

As identified in your letter of November 2, 1984 (N. Curtis (PP8L) to A. Schwencer (NRC)) the hydrostatic test required under ASME Section XI is not feasible.

Your staff has proposed an alternate method of testing the integrity of the reweld which the NRC staff finds appropriate.

We have determined, pursuant to 10 CFR 50.55a, that the Code'requirement is difficult to perform and relief is authorized by law, will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee if such relief is not granted.

Therefore the NRC staff approves your proposal granting relief from the ASME Code Section XI for this case.

A safety evaluation supporting our determination and conclusion is enclosed.

Also enclosed is a copy of a related Federal Register Notice which has been forwarded to the Office of the Federal Register for publication.
