SAFETY EVALUATION AMEND N

N NPF-14 SUS UEHANNA STEAM ELECTRIC ST TION UNIT 1 D

-3 Introduction The licensee in letters dated June 27, 1983 and December 9, 1983 proposed amendments to license conditions 2.D.

and 2.C.(28)(b), respectively, to the operating license for Susquehanna Steam Electric Station, Unit 1 as follows:

{1)

A revision to License Condition 2.D.

was requested to include Changes N, 0, and P to the Physical Security Plan and Changes A

and 8 to the Security Training and gualification Plan.

(2)

Deletion of License Condition 2.C.(28)(b) was requested to be consistent with the guidance given in NRC Generic Letter 83-24 dated June 29, 1983.

Evaluation (1)

License Condition 2.D.

A safety evaluation addressing the Susquehanna Steam Electric Station Physical Security Plan and the Susquehanna Security Training and gualification Plan, taking into account Changes N, 0, and P to the Physical Security Plan and Changes A and B to the Security Training and gualification Plan is presented in Section 13 of Supplement No.

6 to the Safety Evaluation Report Relating to Susquehanna Steam Electric Station, Units 1 and 2.

The staff concludes the revision to License Condition 2.D of Operating License NPF-14 to add Changes N, 0, and P to the Physical Security Plan and Changes A and B to the Security Training and gualification Plan is acceptable and does not decrease the effectiveness of the Physical Security Plan or the Security Training and gualification Plan.

The staff also concludes that the revised Physical Security

Plan, and Security Training and gualification Plan continue to meet the requirements of 10 CFR 73.55 (b) through (h).

As stated in Supplement No.

6 to the Safety Evaluation Report Related to Susquehanna Steam Electric Station, Units 1 and 2:

"In Supplement 1 the staff stated that it would review the applicant's safety analysis and test procedures for a simulated loss of onsite and offsite ac power test (station blackout or SBO test).

This test was to be performed subject to a safety analysis finding that the test would not constitute a risk to public safety or a risk of damage to plant equipment.

In Supplement 3 the staff stated that an analysis had been received from the applicant, but that it contained insufficient information.

In a letter dated August 25,

1982, the applicant forwarded additional information.

The staff evaluated the information and concluded, as reported in Generic Letter 83-24 dated June 29, 1983, that the SBO test is not warranted in view of the possibility of damage to plant equipment.

This generic letter further stated that compliance with the BWR Owners Group recommendations in a letter dated February 4, 1981, constitutes an acceptable Item I.G. 1 program.

In a letter dated August 19, 1983, the applicant reaffirmed his commitment to the BWR Owners Group recommendations.

On the basis of the applicant's commitment to the BWR Owners Group program and consistent with its position in the generic letter, the staff concludes that the applicant's program meets the requirements of Item I.G. 1."

The staff also concludes that with the acceptable Item I.G.I

program, the SBO test is not warranted and PPAL's request for de'letion of the SBO test as a condition to the operating license for Susquehanna Unit 1 is acceptable.

Environmental Consideration We have determined that this amendment does not authorize a change in effluent types or total amount nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that this amendment involves action which is insigni-ficant from the standpoint of environmental

impact, and pursuant to 10 CFR Section 51.5(d)(4), that an environmental impact statement or negative declaration and enviromental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion Me have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed

manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
