Systematic Assessment of Licensee Performance (SALP) lE $0 E COPY; The NRC Region I SALP Board has completed its review ynd evaluated the perform-ance of licensed activities at the Susquehanna Steam Electric Station for the period February 1983 through January 1984.

The results of our assessment are summarized in the enclosed report dated March 20, 1984.

A meeting has been scheduled for 1:00 p.m.

on May 21, 1984, at the Susquehanna Steam Electric

Station, Salem Township, Pennsylvania, to discuss our evaluation.

This meeting is intended to provide a forum for candid discussion related to this assess-ment.

Notable accomplishments during this SALP period included the completion of Unit 2 construction activities on schedule, your handling of the Unit 1/2 tie-in

outage, a successfully completed preoperational test program, and your resolu-tion of safety issues and design deficiencies prior to issuance of an operating license for Unit 2.

Improvement was also noted in the areas of Unit 2 piping design and electrical power systems.

Although there were no Category 3 find-ings identified in any of the functional areas evaluated for either unit, we note that your performance has declined in the area of Unit 1 surveillance.

Although we expected improvement in Unit 1 plant operations as a result of our last SALP meeting with you, problems continue to be evident.

Specifically, operator awareness and control of plant conditions, the frequency of Technical Specification violations, and control of system lineups still warrant continued management attention.

At the meeting, you should be prepared to discuss our assessments and your plans to improve performance.

An> comments you may have regarding our reports may be discussed at the meeting.

Additionally, you may provide written com-ments within 20 days after the meeting.

Following our meeting and receipt of your comments, the enclosed report, your

response, and a

summary of our findings and planned actions will be placed in the NRC Public Document Room.
