Diesel Generator Surveillance Requirement Technical Specification 4.8.1.1.2.d.12 In a letter dated September 24,

1982, PP8L requested a change to Technical Spec'ification 4.8.1. 1.2.d. 12 to read as follows:

"Verifying that with all diesel geIIerator air start receivers pressurized to less than or equal to 240 psig and the compressors

secured, the diesel generator starts at least 5 times from ambient conditions and accelerates to at least 600 RPM in less than or equal to 10 seconds for the initial start and less than or equal to 25 seconds for each subsequent start."

Supplemental information concerning the above Technical Specification was provided to the NRC staff in letters from PP8L dated July 9, 1982; July 14, 1982; September 2,

1982; and January 7,

1983.

ECCS 'analysis for diesel generator starting times up to 25 seconds was provided by PP8L.

The NRC staff has evaluated PPSL's submittals and concluded that the peak clad temperatures will not be exceeded with diesel generator starting times up to 25 seconds or less for the limiting case of the large break loss of coolant accident.

Based on this evaluation diesel generator starting times up to 25 seconds or less are acceptable for Susquehanna.

SEP 2 8 1983 Since the conditions stated above are unique to Susquehanna, the NRC staff has determined that based on the licensee's design criteria, test results, and the FSAR, Technical Specification 4.8. 1. 1.2.d. 12 should read:

"Verifying that with all diesel generator air start receivers pressurized to less than or equal to 240 psig and the compressors

secured, the diesel generator starts at least 5 times from ambient conditions and accelerates to at least 600 rpm in less than or equal to 10 seconds for the first 2 starts and accelerates to at least 600 rpm in less than or equal to 25 seconds for each of the remaining 3

starts."

PPSL concurrence to the staff position is requested within 15 days of receipt of this letter.
