Outstanding Requests for Proposed Changes to Operating License Ho. HPF-14 (1)
Item 4 in Proposed Amendment 1 to License No. NPF-I4, PPBL letter dated August 18, 1982.
This proposed change ~ould provide for determination of the safety/
relief valves (SRY) acoustic monitor setpoint to be based on the manufacturers calibration method which would be conducted during the startup test program.
The staff currently recognizes the 0.25 (no units) setpoint of the SRV acoustic monitors as the initial
<< setpoint.
Review of this item will continue after a specific final setpoint for the SRV acoustic monitors is proposed.

Proposed Amendment 10 to License No. HPI=-14, PPBL letter dated October 19, 1982.
The bulk of this proposed change is associated with changes to the Type 2 molded case circuit breaker trip set points in Technical Specification Table 3.8.4.1-1.
PPBL has orally indicated to the staff that additional changes to this table are under consideration and requested that review of this change be held in abeyance until such changes are defined.

PDR Since the issuance of Operating License No. HPF-14 for Susquehanna Steam Electric Station, Unit 1, Pennsylvania Power 5 Light Company (PPBL) has proposed a
number of amendments to Operating License No. HPF-14.
Many of the requested changes have been incorporated into the operating license and some of the other requested changes are currently under review.
- However, a number of proposed changes cannot be acted upon until additional information or clarification is provided.
Review of these proposed changes will be held in abeyance by tHe NRC staff and will be reactivated when the additional information or clarification is provided to the staff.

Item 7 in Proposed Amendment 15 to License No. NPF-14, PPSL letter dated December 10, 1982.
The proposed change would replace all primary containment protection fuses with new fuses at least once per 18 months.
In a letter dated April 13, 1983, PP8L requested that this item be held in abeyance until further notice.

Proposed Amendment 18 to License No. NPF-14, PPEL letter dated january 31, 1983..
The proposed change would incorporate Amendments 49 through 53 of the licensee's Final Safety Analysis Report (FSAR) into License Conditions 2.A, 2.B.2 and 2.C.9 of Operating License Wo. HPF-14.
10 CFR 50.71(e) contains requirements with regard to FSAR updates and in paragraph (e)(2) states:
"The submittal shall include (i) a certification by a duly authorized officer of the licensee that either the information accurately presents changes made since the previous submittal, necessary to reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirement, or that no such changes were made; and (ii) an i'dentification of changes made under the provisions of 550.59 but not pre-viously submitted to the Commission."
Until such time that the cetification and identification of changes is made in accordance with 10 CFR 50.71(e)(2), this proposed change will be held in abeyance by the HRC staff.
