SUMMARY
OF NOVEMBER 5, 1982 MEETING CONCERNING THE EMERGENCY SERVICE WATER SYSTEM On November 5, 1982, representatives of the Pennsylvania Power
& Light Company (PP&L) met with members of the NRC staff to discuss an emergency service water (ESW) system problem regarding single failure criteria and resolution of the problem.
A list of attendees is provided as Enclosure l.
PP8L's slide presentation is provided as Enclosure 2.
PP&L described the general ESW configuration and design changes that have been incorporated to eliminate waterhammer in the ESW system.
During a system review, PP&L discovered a situation which could result in loss of the ESW system to perform its intended function due to a single failure of the spray pond bypass valve.
PP&L proposed the use of ESW flow measuring devices in the ESW system logic for determining adequate flow as well as conducting test of a residual heat removal pump (used in the low pressure coolant injection mode) without cooling to take credit for the pump in that situation.
t'Tests were conducted on a RHR pump the weekend of November 6, 1982 and the results were found to be acceptable to the staff to take credit for the pump without cooling.]
PP8L 'reviewed several alternatives with the staff concerning long term improve-ments to the ESW system such that reliance on ',a,RHR'ump without cooling would not be required.
PP&L will provide a'chedule for alternative selection in the near future.
ESW system design improvements will be completed prior to startup following first refueling.
