g4t ~~y II Natural Gas Pipeline in the Vicinity of the Susqueha Rcf1ity On November 24, 1981, Pennsylvania Power
& Light Company (PPSL) in NRC staff that the Pennsylvania Gas and Hater Company has installed a
new natural gas pipeline along Township Road T419 just north of the Susquehanna plant.
.On December 22, 1981, the NRC staff requested additional information concerning the natural gas pipeline which was forwarded by PP8L in a letter dated January 21, 1982.
A meeting was subsequently held in Bethesda,
- Maryland, on March 17, 1982, at which PPSL presented the basis on which its analysis was conducted.
The
.NRC staff, prior to the March 17, 1982 meeting, had.. performed an independent
, analysis which showed the applicant's analysis to be non-conservative, particularly in the areas of initial gas expansion with a resulting cooldow'n and reduced
~
- buoyance, as well as the considerable uncertainty associated with the predicted heights of 'rise -given by the plume rise formulas and the complex topography represented by the pipeline and plant. configuration.
The information provided at the March 17, 1982 meeting did not alter the NRC staff position.
Sincerely, L:L RLTedesco 03/3 0'82 RVol 1mer 3/2f/82 C obert L. Tedesco,:-A'ssitant Director

See next page gb The current NRC staff position is that the pipeline, in the absence of a conservative analysis which addresses and satisfactorily resolves the staff
- concern, needs to be relocated to a distance where a rupture will have no adverse effects upon the plant.
The latest date by which, the pipeline should be moved will be largely dependent upon the quality of the gas pipeline including materials used and measures taken such as cathodic protection, as well as any quality control/
quality assurance performed during the installation process.
This information concerning the pipeline should be provided to the NRC staff including your proposal and bases for a date by which the pipeline should be moved.
This information should be provided as soon as possible to avoid any adverse impact on the current operating schedule for Susquehanna.
