APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Docket No. 50-387 License No.

CPPR-101 I

As a result of the inspection conducted on October 20 - November 18, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

10 CFR 50, Appendix B, Criterion V states, in part:

"Activities affecting quality shall be prescribed by documented instructions, procedures, or draw-ings,...and shall be accomplished in accordance with these instructions, pro-

cedures, or drawings."

PSAR Appendix D, Section D.2.5 states that:

"Activities affe'cting quality wi11 be prescribed by docu'.vented instructions, procedures, or drawings appropriate to the circumstances;"

Maintenance Test I 81-001, Refueli'ng Platform (Mechanical Inspection),

Revi-sion 0 of October 7, 1981, Step 3.4 requires that the refueling platform be in its normal position over the dryer/separator storage areas as a prerequisite to the test.

Contrary.to the above, on November 5, 1981, Maintenance Test NT 81-001 was being conducted with the refueling platform located over the spent fuel storage pool.

This is a Severity Level VI Violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Liqht Company is hereby required to submit to this office within thirty days of the date of this

Notice, a written statement or explanation in reply including (1) the corrective steps

>(hich have been, taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date >>hen full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of

1954, as amended, this response shall be submitted under oath or affirmation.

Where good cause is shown, consideration will be given to extending your response time.

The responses directed by this Notice are not subject to the clearance procedures of the Office of tlanagement and gadget as required by the ganeruork Reduction hct of 1980, PL 96-511.
