1 APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company 4

CPPR-101 As a result of the inspection conducted on January 5 - January 30, 1981 and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980) the following violation was identified:

10 CFR 50 Appendix B, Criterion VI, states, in part:

"Measures shall be established to control the issuance of documents... which prescribe all activities affecting quality.

These measures shall assure that documents, including changes, are reviewed for adequacy and approved for release by authorized personnel..."

The Susquehanna PSAR, Appendix D, Paragraph D.2.6, states, in part:

"Measures will be established to control the issuance of documents, such as instructions, procedures, and drawings including changes

thereto, which prescribe activities affecting quality.

When applicable, suppliers will be required to maintain document control systems to assure that documents, including changes, are reviewed for adequacy and approved for release by authorized personnel..."

PPSL guality Manual Procedure, SP-8, Review of Documents, states that the purpose of this procedure is to assure that documents meet necessary technical requirements.

The document review matrix of SP-8 includes licensing documents within the scope of this procedure.

Contrary to the above, the Special Nuclear Materials License Application, PPSL letter to the NRC, PLA-594, dated December 23, 1980, included incorrect techni-cal information in that the high density spent fuel storage rackboral slab thickness was specified as 0.125 inches whereas the actual thickness was 0.100 inches maximum.

This is a Severity Level V Violation.

Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light Company is hereby required to submit to this office within twenty five days of the date of this Notice, a written statement or explanation in reply, including (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
