TERA Executive Vice President - Operations DRoss NRC/PDR Pennsylvania Power and Light Company JYoungblood FSchroeder L/PDR Two North Ninth Street RStark JKnight NSIC Al 1 entown, Pennsylvania 18101 LRubenstein RHartfiel d, MPA ASchwencer OELD Your October 2, 1980 letter expresses your concern about the licensing schedule for the Susquehanna Steam Electric Station Unit No. l.
Your letter points out.
that the schedule is very tight and that some items, if not completed on time, may delay the NRC's licensing decision.
You specifically stated that you are concerned that our review activities over the next six months, in your judgment,. support neither your estimate of June, 1981 nor our estimate of November, 1981 completion of'nit No. I.
As we have previously discussed with your staff, our licensing review schedules require applicants to submit complete and adequate responses to our requested information in a timely manner; otherwise, we cannot meet the milestone dates in our schedule.
Furthermore, a delay in providing requested.information can result in an additional delay in the staff's ccmpletion of your review because of manpower reallocation to the review of other projects.
Our review schedule generally allows 14 to 15 weeks for applicant responses to our questions.
On October 1, 1980, our records indicated that more than 100 unanswered staff questions had been outstanding for more than 20 weeks (see enclosure).
- I wish to assure you that NRR will strive to reduce the impact of the licensing process on fuel load dates.
This effort, combined with your efforts to reduce response times as well as eliminate delays, should result in an improved schedule.
Sincerely, vs/
