APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Docket No. 50-387 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Susquehanna Steam Electric Station, Berwick, Pennsylvania, of activities authorized by NRC License No.
CPPR-101.
During this inspection conducted on March 5-30, 1979, the following apparent item of noncompliance was identified.
This item is an infraction.
10 CFR 50, Appendix B, Criterion V, states, in part:
"Activities affecting quality... shall be accomplished in accordance with these instructions, procedures, or drawings.;."
The Susquehanna PSAR Section D.2.5 states, in part:
"Activities affecting quality will be prescribed by documented instructions, procedures, or drawings appropriate to the circumstances."
Bechtel Field Inspection Procedure G-3, "Processing of Noncon-forming Items," Paragraph 4.6.1 states, in part:
"Dispositions provided by the Project Engineer or Project Field Engineer shall require concurrence from the Project Field guality Control Engineer prior to implementation..."
Paragraph 5,0 states, in part:
"Specific written approval...
must be obtained and documented on the NCR...
to permit installation of the nonconforming item."
C Contrary to the above, as of March 5, 1979.'nstallation work had taken place on items identified on Nonconformance Report Numbers 3350 and 3521 without disposition concurrence or specific written approval.
