OFFICE OF NUCLEAR SECURITY AND INCIDENT RESPONSE OBSERVATION OF 2017 SECURITY BASELINE INSPECTION AT BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 & 2 During the week of April 24th, 2017, I observed the U.S. Nuclear Regulatory Commission (NRC)

Region IIs security baseline inspection of the Brunswick Steam Electric Plant. The purpose of my visit was to: 1) verify that the inspection procedures provide the regional security inspectors with the appropriate guidance relative to conducting inspection activities, and 2) ensure that resource allocations provide inspectors with the appropriate amount of time to complete the inspection activity. These two program areas are significant areas for the oversight branch to evaluate in ensuring the tools provided to regional inspectors are adequate and enable them to make a determination that the overall objective of the inspection activity is met. Two (Region II)

Physical Security Inspectors conducted an inspection of Inspection Procedures (IPs) 71130.04, Equipment Performance, Testing and Maintenance, and IP 71130.07, Security Training.

For the IP 71130.04, Equipment Performance, Testing and Maintenance, I evaluated the IP to identify procedural changes that may increase the effectiveness of the IP. Using the guidance contained in the IP, the inspectors evaluated licensees security equipment performance testing and maintenance procedures, selected and observed testing of the protected area intrusion detection system, reviewed a sample of the licensees maintenance records for security equipment, observed security personnel perform testing of access control security equipment, completed a walk down and examination of the condition of the physical barriers, evaluated the licensees weapons and testing and maintenance program, evaluated the testing of vital area doors, and evaluated the operability of security communications equipment.

D. Huyck 2 The Region II inspectors indicated that the IPs contained the appropriate guidance for inspection requirements.

For the IP 71130.07, Security Training, the inspectors evaluated implementing procedures, evaluated lesson plans, evaluated initial and recurring training, reviewed training records for a selected sample of security members, verified the Medical Review Officers certification was complete for officers prior to their assuming security duties, observed weapons training (day fire rifle qualification course with thermal imagers), reviewed physical fitness test requirements and records, reviewed drill and exercise documents, and reviewed the security written exams.

The inspectors prepared and conducted the inspections consistent with the guidance provided within all applicable manual chapters governing the inspection activities. The inspectors completed the nominal number associated with each IP and were able to complete the inspection activity within the allocated time provided within the IPs. Resource allocations for IPs 71130.04 and 71130.07 provided adequate time for the inspectors to complete the requirements identified within those procedures. In addition, the inspectors provided the licensee with a several observations.
