Dear Mr. Wert:

Enclosed is the final report for the July 26, 2016, Brunswick Nuclear Plant plume-exposure-pathway exercise.

This report addresses the evaluation and implementation of the plans and preparedness for the State of North Carolina, Brunswick and New Hanover Counties.

The nine selected core capabilities were successfully demonstrated, and no level t or level 2 findings were identified. The organizations demonstrated knowledge of their emergency response plans and successfully implemented them. The State of North Carolina, along with Brunswick and New Hanover counties' emergency responders successfully demonstrated the assigned exercise objectives and corresponding core capabilities as oµtlined in this report. The continued dedication and commitment of all emergency response personnel were clearly demonstrated.

Based on the results of this exercise and FEMA's review of the 2015 Annual Letter of Certification submitted by North Carolina, the offsite radiological emergency response plans and preparedness of the State of North Carolina and the affected local jurisdictions site-specific to the Brunswick Nuclear Plant can be implemented.

FEMA continues to find that reasonable assurance exists to protect the health and safety of the public in the event of an emergency at the site. Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Brunswick Nuclear Plant granted North Carolina Tennessee on March 17, 1982, will remain in effect.
