To provide an opportunity for the licensee to present additional information related to a Finding at St. Lucie Unit 1 that was preliminarily determined to be of White significance. The details of the Preliminary White Finding are available in Inspection Report 2016012 (ML17033B599).
General Details:
The NRC conducted a Category 1 open Regulatory Conference beginning at 9:30 a.m. on March 21, 2017, between members of NextEra subsidiary Florida Power and Light (FPL) and NRC Region II staff and Headquarters staff via videoconference. The meeting was approximately two and half hours in length.
The agenda for the meeting was as follows:

There were also multiple FPL personnel from the St. Lucie site and from corporate listening to the meeting via the bridgeline. One member of the public joined the bridgeline after the business portion of the meeting had concluded.
Regional Administrator C. Haney opened the meeting with introductions and brief comments regarding the purpose of the meeting and a review of the meeting ground rules. Division of Reactor Projects Director J. Munday provided commentary on the NRCs perspective of the finding and provided an overview of the NRCs timeliness goals with resolving the issue.
The meeting was then turned over to FPL personnel.
Summary of Presentation:
The FPL presentation consisted of a PowerPoint presentation, which is available for public review (ML17072A376), and an approximately 8 minute video that is not available via ADAMS due to technological limitations, however specific details of the video are contained within the FPL PowerPoint presentation. The video demonstrated power restoration
L. Suggs 4 scenarios from a loss of offsite power and a station blackout using the St. Lucie simulator.
The remaining aspects of the FPL presentation focused on three specific cases which would reduce the risk of the event to below 1E-06.
After the FPL presentation concluded the meeting was briefly suspended for an NRC internal discussion and break. After an approximate 20 minute break the meeting then resumed. During the meeting the NRC staff asked specific questions regarding the FPL presentation. Following the break, NRC staff and FPL personnel addressed any follow-up questions and determined there were no additional items needed from the presentation.
Regional Administrator C. Haney then provided closing remarks to the conference and opened the bridgeline for any comments or questions from the public.
Public Participation:
There were no members of the public in attendance at the conference. No public meeting feedback forms have been received. One member of the public called into the bridgeline and indicated that they had missed the business portion of the meeting. However, during the brief question and answer session, the individual took the opportunity to ask questions that were unrelated to the topic of the meeting. NRC took the name and contact information of the individual and provided answers to post meeting questions on the following topics:
- Specifics on the recent Creusot Forge issue as it relates to St. Lucie. What actions are being taken?
- The latest information related to St. Lucie steam generator tube issues, specifically, the anti-vibration tubes on the steam generator and the rate of increase.
Action Items/Next Steps:
- NRC staff will assess the information provided by FPL during this meeting as part of the process to determine a final significance of the finding. The final determination will be documented in Inspection Report 2017011.
- Information was provided to the member of the public on the topics listed above.
