The Secretary to the Appeal Board yesterday received a telephone communication from Mr. Herbert H. Brown.

Brown is counsel for the Governor of California in this case.

The substance of that conversation appears in the attached memorandum.

Please put it. in the Public Document Room file and handle it in accordance with 10 C.F.R. 52.780.

White and Seivers arrived at PG&E's San Francisco office at 1:00 p.m. to view PG&E's security plan.

I arrived at. 1:15 p.m..

Mr. Guiffrida, I have been informed, will arrive here shortly.

We have been denied access to PG&E's security plan.

PG&E's Chief of Security informed us that he does not have the combination to the safe which contains the security plan.

Accordingly, we are unable to proceed at present even though we have scrupulously followed the procedures required by this Board and the procedures further imposed by PG&E.
