DISTRIBUTION Docket File NRC PDR Local PDR NRR Reading EP-1 Reading EP-1 File RBallard EKXKDE SKirsl is MStaenberg, OELD MSlater During a.telephone conversation on December 27, 1979, Stan Kirslis of our staff discussed with you the desirability of resolving the question of access of the Chumash Indians to the portion of the Diablo Canyon power plant site having religious or cultural significance.

It is our under-standin'g that there was a meeting in May of 1978 on this matter among representatives of the Chumash, of Pacific Gas and,E1ectr ic Co..(PGLE),

and of the State Historic Preservation Office.

However, since thag time there has.apparently been little action to resolve the matter.

The principal issue appears to be that the Chumash want, the site to be as accessible as possible for religious and cu'ltural activities, whereas PGKE must be sure that the arrangements for access do not infringe upon the strict NRC rules for nuclear plant security and do not result in undue expense and trouble for the company.

It is apparent that some compromise will be required to reach a satisfactory resolution.

I understand that a meeting has been arranged at 10 a.m.

on Thursday, January 10, 1980, at your offices at the Santa Barbara Indian Center to acquaint each other with the facts and problems involved in such a

compromise.

It would be helpful if the par ticipating representatives of the Chumash came prepared to discuss the following:

li The significance of the SLO-2 site to the religion-and culture of the Chumash.

2.

An estimate of the desired frequency and duration of visits and the number of people per visit.

3.

The kind of security arrangements which would be acceptable to the Chumash (for example, the withdrawal of the security escort to a discreet distance).
