Ladies and Gentlemen:
In Reference 1, Duke Energy Carolinas, LLC (Duke Energy) submitted a license amendment request (LAR) for Catawba Nuclear Station (CNS), Units 1 and 2. The request for amendment proposed to add descriptions to several sections of the Updated Final Safety Analysis Report (UFSAR) to clarify how a shutdown unit supplying either its normal or emergency power source may be credited for operability of shared components supporting the operating unit. Duke Energy responded to Requests for Additional Information regarding the subject LAR in References 2 and 3.
Duke Energy has determined that a change to Technical Specification (TS) 3.8.1, AC Sources -
Operating is necessary to credit a shutdown units power sources for operability of shared components supporting an online unit. Specifically, Duke Energy recognizes that new Limiting Conditions for Operation would need to be added to TS 3.8.1 for the opposite unit power
U.S. Nuclear Regulatory Commission RA-17-0017 Page 2 sources that support shared components in order to satisfy the requirements of 10 CFR 50.36(c)(2)(ii)(C), "Criterion 3."
The request to change the UFSAR to credit a shutdown unit's power sources for operability of shared components supporting an online unit would not satisfy the requirements of 10 CFR 50.36(c)(2)(ii)(C), "Criterion 3," and thus Duke Energy hereby withdraws the subject CNS LAR.
There are no new regulatory commitments contained in this letter.
