ALTERNATIVEGVRR-6 REGARDING INSERVICE TESTING OF SAFETY AND RELIEF VALVES IN STEAM OR COMPRESSIBLE FLUIDSERVICE, NINE MILE POINT NUCLEAR STATION, UNIT NO. 2 (TAC NO. MA5052)

In a letter dated March 24, 1999, Niagara Mohawk Power Corporation (NMPC) proposed an alternative to the Inservice Testing (IST) requirements in Section Xl of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for Nine Mile Point Nuclear Station, Unit No. 2 (NMP2).'he proposed alternative, designated as GVRR-6, results from Section XI's reference to the Operations and Maintenance Standard Part 10 (OM-10) for IST of valves, which further states that relief valve testing is to be performed in accordance with OM-1987, Part 1 (OM-1). OM-1 specifies the use of a minimum accumulator size for relief valve testing. You proposed an alternative to the minimum accumulator volume requirements of OM-1 paragraphs 4.1.1.2 and 4.1.2.2.

The NRC staff has reviewed the proposed alternative against the requirements of the 1989 Edition of Section XI of the ASME Code pursuant to Title 10 of the Code of Federal

~Rs ulations (10 CFR) Section 50.55a.

The results of the review are provided in the enclosed safety evaluation (SE). The Nuclear Regulatory Commission (NRC) staff finds that your

proposed alternative provides an acceptable level of quality and safety, and therefore, the proposed alternative to the accumulator volume requirements of OM-1 paragraphs 4.1.1.2 and 4.1.2.2 is authorized pursuant to 10 CFR 50.55a(a)(3)(i).

This alternative is authorized for NMP2's second 10-year IST interval and for the remainder of NMP2's operating life.

NMPC also requested that this same alternative be authorized for NMP2's first 10-year IST interval. NMPC states that a one-year extension of the 10-year interval is allowed by the ASME Code and that provision willbe used to extend NMP2's first 10-year interval until April5, 1999. The NRC staff, however, does not agree that NMP2's Code of record for the first 10-year interval (1983 Edition of the ASME Code,Section XI) allows a 1-year extension of the first 10-year IST interval. Since the second 10-year IST interval for NMP2 (which began on April6, 1998) is currently in effect, no alternative authorization is required. The NRC staff finds that the NMPC's proposed alternative, authorized above, that was also used during the first 10-year interval, provided an acceptable level of quality and safety to the requirements of Section XI of the ASME Code during the first 10-year interval. Accordingly, the NRC staff concludes that the relief valve testing performed during the first 10-year interval constitutes a technically adequate and valid test to determine relief valve set-pressure and to ensure valve operability.
