NRC-EVALUATED EMERGENCY PREPAREDNESS EXERCISE-

NINE MILE POINT NUCLEAR POWER PLANT; INSPECTION REPORT

NOS. 50-220/97-10 AND 50-410/97-10

Dear Mr. Sylvia:

The enclosed report documents

an inspection for public health and safety, led by

Mr. D. Silk at the Nine Mile Point Nuclear Power Plant, Scriba, New York, during the week

of September

22, 1997.

The inspection evaluated the performance of your emergency

response

organization during the September 24, 1997, full-participation exercise.

The

inspectors discussed

the findings of this inspection with your staff on

September. 25, 1997.

Based on the results of this inspection, it was determined that the overall performance of

the emergency

response

organization was very good.

Simulated events were accurately

diagnosed,

proper mitigation actions were performed, emergency declarations were timely

and accurate,

and off-site agencies were notified promptly.

No exercise weaknesses,

safety concerns,

or violations of NRC requirements

were observed.

However, an inspector

follow-up item was identified because

numerous emergency

response

organization

positions were staffed, during the exercise, which are not specifically designated

by your

emergency

plan.

Because more responders

were present than specified in your emergency

plan, the inspectors

had difficultyfully assessing

the adequacy of the response

of the

organization described

in your emergency plan.

Although no adverse conditions resulted

from the additional staffing, the emergency

plan should reflect how your organization

responds to an emergency.

No response

to this letter is necessary.
