Dear Mr. Sylvia:
On June 6, 1997, a reactor operator retake initial written examination was administered to
one employee of your company who had applied for a license to operate the Nine Mile
Point Nuclear Station, Unit 2. The examination was developed
by your staff in accordance
with the pilot examination guidance
in Generic Letter GL-95-06 and NUREG 1021,
"Examiner Standards,"
Revision 7.
The reactor operator applicant passed the examination and was subsequently
issued
a
license.
The administered examination met NRC expectations for a quality examination.
However,
some reasonably significant revisions were required to incorporate
NRC staff comments to
obtain the NRC expected examination quality. The areas in which your staff experienced
difficulty included the examination outline, question construction,
and level of difficulty.
We hope that lessons
learned from this examination are applied in future examination
development activities.
In accordance
with 10 CFR 2.790 of the Commission's regulations,
a copy of this letter
and its enclosure will be placed in the NRC Public Document Room.
