Dear Hr. Sylvia:

This letter transmits

the results of the emergency

preparedness

program

and

the off-year exercise

evaluation

inspection led by Hr.

D. Silk, from

Hay 13-17,

1996,

at the Nine Hile Point Nuclear Station,

Units

1

and 2,

Scriba,

New York.

The inspectors

based their findings on interviews with

personnel,

examinations of selected

procedures

and records,

and observations

of performance of emergency

response

organization

members

during the exercise.

The inspectors

discussed their findings with Hr. Richard

B. Abbott, Vice

President

and General

Hanager,

Nuclear,

and other members of your staff, at

the exit meeting

conducted

on Hay 17,

1996.

Significant findings are

reflected in the Executive

Summary.

Overall, the emergency

preparedness

program was determined to be in a good

state of readiness.

Improvements

were noted since the last program

inspection,

however,

several

instances

of program control weaknesses

were also

noted,

such

as failure to test the technical

support center ventilation

filter.

The inspectors

assessed

the performance of your emergency

response

organization during the exercise

as good.

The post-exercise

critique process

and findings were also noted

as good.

In accordance

with 10 CFR 2.790 of the

NRC's "Rules of Practice,"

a copy of

this letter

and its enclosures will be placed in the

NRC Public Document

Room.
