RAISING OF EMPLOYEE CONCERNS TO OUTSIDE AGENCIES
Dear Mr. Sylvia:
Attached is a copy of the synopsis of an Office of Investigation, Region I (OI:RI) investigation that was initiated to determine if a Nine Mile Point Nuclear Station, Unit 2 (NMP2), Chemistry Manager told a NMP2 Chemistry Technician that he was to only discuss concerns with his chain of command and not to go to outside agencies.
Although OI:RI did not substantiate that discrimination occurred in this case, we are reminding you of the importance of your managers and supervisors encouraging employees to identify and bring forward their concerns either to your staff or the NRC.
You should also ensure that your management staff is aware of the importance of employees being advised that they have the right to raise concerns with your staff, the NRC, or other outside agencies.

SYNOPSIS On Hay 16,
- 1995, the Office of Investigations, Region I (OI:RI) initiated an investigation into an allegation that the Nine Nile Point Nuclear Station, Unit 2 (NNP2), Chemistry Department Hanager told an NHP2 Chemistry Technician that he was to talk only'o his chain of command and to no outside agencies.
The technician felt this was a direct order to not talk to the NRC about safety concerns and viewed it as harassment and intimidation.
Based on the evidence developed during the investigation, OI:RI did not substantiate that the Manager deliberately attempted to harass and intimidate the Chemistry Technician.
