NINE MILE POINT NUCLEAR STATION EXECUTIVE PLANT PERFORMANCE REVIEW RESULTS

Dear Hr. Sylvia:

On August 1,

1995, Region I performed an Executive Plant Performance Review (EPPR) for the Nine Hile Point Nuclear Station, Units 1 and 2.

The EPPR consists of a review of inspection findings, significant events, and other information that relates to licensee performance for the purpose of assessing tr ends and planning future inspection activities.

This review will be performed for each plant approximately every six months during the Systematic Assessment of Licensee Performance (SALP) cycle.

This initial r'eview covered the period from January 29, 1995 to July 22, 1995.

Overall, we concluded that your performance during this period was good and remained generally consistent with the previous SALP.

We noted that you completed a refueling outage on each unit with excellent results.

Hanagement involvement was evident in the outage strategy and planning meetings, and in monitoring work activities.

Several engineering programmatic weaknesses were identified which indicate that engineering management, and the department in general, are not proactive to plant issues but reactive to plant events.

Examples include the issues identified during the motor operated valve (HOV) inspection and the Unit 2 Appendix J program weaknesses.

In addition, we noted these appeared to be a

lack of ownership in the engineering department for plant issues.

For

example, a recent modification on Unit 2 could not be installed because the new flow sensing switch did not fit. It turned out that the responsible engineer had not verified the modification feasibility by performing a system walkdown.

Also, the EPPR noted some personnel errors continue to occur.

The effectiveness of management initiatives to address personnel performance issues in operations, maintenance, radiological controls, and engineering remains to be demonstrated.

Based on the above observations we have modified our inspection schedule for the Nine Mile Point Nuclear Power Station.

The enclosure to this letter provides the schedule and basis for NRC inspections of your facility planned for the next 12 months.

We will inform you of any required changes to this inspection schedule.

The routine resident inspection effort is not included in this schedule.
