NINE MILE POINT NUCLEAR STATION, UNIT 2, EVALUATION OF INDICATIONS ON RECIRCULATION SYSTEM NOZZLES (TAC NO. H92337)

Dear Hr. Sylvia:

The purpose of this letter is to inform you that we find acceptable your assessment of the two flaw indications on recirculation system nozzles.

We agree with your assessment that the plant can be safely operated for the next operating cycle of 17 months with indications present.

In a letter dated May 20,

1995, and supplemented May 24,
1995, Niagara Mohawk Power Corporation provided an evaluation of a flaw indication on the nozzle-to-safe end weld of each of two Recirculation System nozzles on the reactor vessel.

These indications did not meet the criteria of Section XI of the ASHE Code for continued operation without evaluation.

In telephone discussions on May 18, 19, 22, 23, and 25, the NRC staff discussed these indications and your assessment of them.

Your May 24 letter satisfactorily responded to questions we asked by telephone.

Our conclusion that continued operation is acceptable for the next operating cycle of 17 months is based on your acceptable fracture analysis with conservative assumptions of flaw geometry,

location, and growth
rate, and upon your data that show that the 2 flaw indications have existed since at least 1990 without any apparent change in size or location.

We also note your commitment to inspect these indications in the next refueling outage.

Our complete safety evaluation will be transmitted in a letter to follow.
