SUBJECT'TATION BLACKOUT INSPECTION,

INSPECTION

REPORT

NO. 50-410/95-07

Dear Mr. Sylvia:

This letter transmits

the

NRC Region

I inspection report for the announced

station blackout inspection

conducted

by Hr. L. Cheung of this office from

March 20-24

and April 3-7,

1995, at Nine Mile Point, Unit 2, in Scriba,

New York.

The purpose of this inspection

was to review your programs,

procedures,

training, equipment,

systems,

and supporting documentation for

implementing the Station Blackout Rule,

10 CFR 50.63,

"Loss of All Alternating

Current Power."

At the conclusion of this inspection,

the findings were

discussed

with those

members of your staff identified in the enclosed

report.

The inspection

was directed

toward areas

important to public health

and

safety.

Areas

examined during the inspection

are described

in the

NRC

inspection report,

which is enclosed

with this letter.

Within these

areas,

the inspection consisted

of selective

examination of procedures

and

representative

records,

interviews with personnel,

and observations

by the

inspectors.

Based

on the results of this inspection,

the inspector determined that Nine

Mile Point, Unit 2 (NM2), had implemented

an acceptable

program for the

station blackout

(SBO) rule.

The inspector also determined that:

(1)

NH2 had

an extensive

emergency diesel

generator

operational

trending program;

(2) the

SBO procedures

provided appropriate

and clear instructions for the operators

to respond to

a

SBO event;

(3)

NM2 had established

a good

and thorough

SBO

training program for operations

personnel;

and

(4)

NM2 had provided

good

management

oversight

and in-depth self-assessment

to the

SBO implementation

program.

The inspector identified

a violation involving failure to follow an

administrative

procedure

when

a lower-tier station

procedure

was being

revised.

However, this violation was not being cited because

the criteria

specified in

10 CFR 2, Appendix C, Section VII.B of the enforcement policy

were satisfied.

In accordance

with 10 CFR 2.790 of the

NRC's "Rules of Practice,"

a copy of

this letter

and its enclosure will be placed in the

NRC Public Document

Room.
