INSPECTION 50-410/94-26

This letter transmits

the findings of a safety inspection of your licensed

operator requalification training

(LORT) program at the Nine Mile Point

Nuclear Station, Unit 2.

The inspection

was conducted

by Messrs.

J.

Caruso

and H. Mitchell from November

28 through

December

2,

1994.

The purpose of

this inspection

was to evaluate this training program through

a performance-

based

inspection.

The inspectors

discussed

the inspection findings with Mr.

H. HcCormick and your staff on December

2,

1994.

The inspectors

concluded that the

LORT program is good overall

and enables

safe plant operation

by effectively evaluating licensed

operator

performance

and evaluating

and revising the program,

based

on the performance of the

operators.

The remediation of identified training weaknesses

was found to be

a strength of the

LORT program.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter and its enclosures will be placed in the

NRC Public Document

Room.
