NRC Region I Combined Inspection Report Nos. 50-220/94-05 and
50-410/94-05
This letter transmits the results of the resident safety inspection conducted by Messrs.
B. Norris, R. Plasse,
and W. Mattingly from March 6 through April 16, 1994, at Nine Mile
Point Units 1 and 2, Scriba, New York. The inspectors based their findings on observation
of activities in progress,
interviews with personnel,
and selective examinations of procedures
and representative
records.
The resident inspectors discussed
the inspection findings with
you and members of your staff at the exit meeting conducted on April 28, 1994.
Your staff operated and performed forced outage maintenance at both units safely.
Control
room staff performance,
management
oversight of daily plant operations,
and your
organizations overall performance during the forced outages were noted strengths.
However,
some weaknesses
in engineering support during the Unit 1 startups were identified.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures willbe placed in the NRC Public Document Room.
