NRC Region I Combined Inspection Report Nos. 50-220/94-03 and
50-410/94-03
This letter transmits the results of the resident safety-inspection conducted by Messrs.
B. Norris, R. Plasse,
and W. Mattingly from January 23 through March 5, 1994, at Nine
Mile Point Units
1 and 2, Scriba, New York. The inspectors
based their findings on
observation of activities in progress,
interviews with personnel,
and selective examinations of
procedures
and representative
records.
The resident inspectors discussed
the inspection
findings with you and members of your staff at the exit meeting conducted on
March 11, 1994.
Your staff operated both units safely.
This included good response by Unit 2 operators to a
single control rod scram during reactor protection system scram testing.
Maintenance
department personnel performed well at both units during emergent repairs; specifically, the
repairs for the variance of indications of the Unit 1 reactor water level, and the identification
and correction of the wiring associated
with the reactor protection system at Unit 2.
We noted that you took immediate and thorough corrective actions when your staff identified
that Technical Specification required surveillances of the Unit 1 source and intermediate
range nuclear instrumentation were not performed.
Accordingly, this violation of NRC
requirements
was not cited because
the criteria for discretion specified in Section VII.B(2)of
the NRC Enforcement Policy were satisfied.
Also, a typographical error was noted in NRC Inspection Report 50-220/93-22 and
50-410/93-21.
Paragraph 2.4 identifies an unresolved item as URI 50-410/93-21-01; you
should correct your records to identify this item as URI 50-410/93-21-02.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures willbe placed in the NRC Public Document Room.
