REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED CHANGES TO BASES FOR NINE MILE POINT NUCLEAR STATION UNIT NO.
1 (NMP-1)
TECHNICAL SPECIFICATIONS (TSs) 3.1.3 AND 4.1.3 (TAC NO. M88630)
By letter dated January 21,
- 1994, Niagara Mohawk Power Corporation (NMPC),
'proposed changes to the Bases for NMP-1 TSs 3.1.3 and 4. 1.3 (Emergency. Cooling System).
The proposed changes are intended to more accurately reflect the minimum and maximum water volume required in each Emergency Cooling System condenser.
Inconsistencies in the plant's design basis maximum water level were identified by an NRC inspector and reported in Inspection Report 50-220/93-10 which was issued on July 9, 1993.
The January 21, 1994, submittal was intended to resolve these inconsistencies.
The NRC staff has begun its review of your January 21, 1994, submittal.
- However, we have determined that additional information is required to complete our review of the subject submittal.
Both the current revision (Revision 10, page V-28) of the Updated Final Safety Analysis Report (UFSAR) and the current (License Amendment No. 142)
Bases for TSs 3. 1.3 and 4. 1.3 state that each of the two emergency condensers are required to contain between 19,860 and 22,860 (or 21,360
+ 1500) gallons of water.
However, in actuality, the specified volume reflects the total volume required for the two condensers and therefore, each condenser is apparently required to contain one half the total~-volume or 10,680
+ 750 gallons or a minimum of 9930 gallons.
The proposed-change.
would revise the TS Bases value to specify a minimum water volume in each emergency condenser of 10,680 gallons and that the maximum water level in the shell side of each emergency condenser would be limited to the elevation of the shell overflow lines in each tank.
The January 21,
- 1994, submittal does not provide an explanation regarding this apparent inconsistency between the current minimum water volume of 9930 gallons for each condenser and the proposed change which would specify a minimum water volume of 10,680 gallons in each condenser.
Please provide an explanation of this apparent inconsistency within 60 days of the date of this letter.
Implementation of this proposed change may also require a change to the UFSAR.
If so, please provide a commitment for implementing such a change in your response to this request for additional information.
