SUBJECT:

SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE

INSPECTION AT NINE MILEPOINT, UNITS 1 & 2 (NRC COMBINED

INSPECTION REPORT NOS. 50-220/93-80 AND 50-410/93-80)

This letter refers to the NRC team inspection conducted from June 16 to July 16, 1993, at

the Nine Mile Point Station, Units 1 & 2 at Scriba, New York to evaluate the adequacy of

your actions in response to NRC Generic Letter 89-13, "Service Water System Problems

Affecting Safety-Related Equipment."

This generic letter provided recommendations

to

licensees for the development of programs to ensure operability of service water (SW)

systems that perform vital functions in protecting public health and safety during postulated

design-basis

accidents.

The purpose of this inspection was to verify that the Units 1 & 2 SW

systems were designed,

operated,

tested, and maintained in a manner such that they were

capable of performing their intended safety function.

The NRC team reviewed your recently completed audits of the Units 1 & 2 SW systems.

The team concluded that your Unit 1 SW audit was well planned, implemented, and

documented.

The team independently verified your SW audit conclusion that the Unit 1 SW

systems were sufficiently designed,

operated,

tested, and maintained to assure performance of

design safety functions under postulated accident conditions.

Therefore, we have concluded

that your Unit 1 SW audit was an acceptable alternative to a fuH scope NRC inspection

conducted, using NRC Temporary Instruction 2515/118, "Service Water System Operational

Performance Inspection."

The team observed a weakness in your Unit 1 zebra mussel

control program, which you agreed to review for corrective action.

Although Unit 2 was not programmed for inspection under the Temporary Instruction,

selected aspects of the service water system were examined because of prior operational

problems.

The team's review of Unit 2 focused on two unresolved items associated

with SW flow

degradation problems.

While both of these items have been resolved adequately for the short

term, your staff indicated that you intend to implement long term corrective actions for

improving SW system performance at Unit 2.

The results of this inspection,

as detailed in the enclosed report, were discussed with your

staff during the exit meeting on July 16, 1993. At the exit meeting, your staff acknowledged

the inspection findings and agreed to meet with us in Region I later this year regarding the

Unit 1 zebra mussel control program and the long term corrective actions for improving SW

system performance at Unit 2.

Please provide us the earliest possible date for a meeting in

Region I that you can support to discuss your final plans regarding resolution and closure of

the degraded flows in Unit 2 and the zebra mussel infestation affecting Unit 1.
