INADEQUATEUNIT ONE CONTROL ROOM STAFFING This is to confirm the results of the telephone conference call of October 30, 1992, held between you, other members of your staff, and members of the NRC's Region I and headquarters staff.
The focus of the discussion was your investigation into the circumstances surrounding a senior shift supervisor (SSS) leaving the Unit 1 control room for about 5 minutes on the afternoon of October 9, 1992.
The absence of the SSS resulted in the control room staff being without an actively licensed senior reactor operator for that period, and thus less than that required by Technical Specification.
Your staff reviewed the conclusions reached in your investigation with the NRC. You informed us that you have removed the SSS from licensed duties and that you are considering terminating the license of the SSS. Ifthe termination of license is your final decision, you shall notify the NRC in accordance with 10 CFR 50.74.
Also at our request, you agreed to provide the NRC a copy of your investigation. Ifyou seek to withhold this report from public disclosure, please provide the basis for your request in an affidavit pursuant to 10 CFR 2.790.
Ifour understanding is incorrect, please let me know as soon as possible.
