MOTOR-OPERATED VALVEINSPECTION AT NINE MILEPOINT

UNITS

1 & 2 (NRC INSPECTION REPORT NOS. 50-220/92-82 AND 50-

410/92-82)

This letter refers to the NRC team inspection conducted on June 22 - 26, 1992 at the Nine

Mile Point Nuclear Power Stations Units

1 4 2 to evaluate the adequacy of your actions to

assure the reliability of motor-operated valves (MOVs). Specifically, our inspectors reviewed

the programs that you have developed in response to NRC Generic Letter 89-10, "Safety-

Related Motor-Operated, Valve Testing and Surveillance."

The generic letter and its

supplements provided recommendations

to the licensees for the development of a program to

ensure operability of safety-related MOVs during design-basis conditions.

Our inspectors observed that three refueling outages remain for the completion of the MOV

program at Unit No.

1 and one refueling outage remains for the completion of the program at

Unit No. 2. While the program is progressing at Unit No. 2, a significant effort, such as the

completion of design-basis

reviews, calculation of torque switch settings and the performance

of in situ design-basis

testing, remains to be completed.

A focused management

overview

willbe necessary

to successfully complete this program in accordance with the schedule

described in the generic letter.

The results of this inspection,

as detailed in the enclosed report, were discussed with you and

your staff during the exit meeting on June 26, 1992.

At the exit meeting, your staff

acknowledged the inspection findings and agreed to review the areas requiring clarifications

or improvements for resolution as summarized in Table

1 of the enclosed inspection report.

Ifyour understanding of the actions to enhance the MOV program as summarized in Table

1

is different, please notify me in writing as soon as possible.

It appears that one of your activities was not conducted in full compliance with NRC

requirements,

as set forth in the Notice of Violation (NOV), enclosed herewith as

Appendix A. The control of torque switch dial settings at Unit 1 is inadequ'ate.

The NOV

.describes the failure to correctly implement a preventative maintenance procedure step, which

.

requires recording of MOV torque switch dial settings.

The verification of proper torque

switch settings is important to safety to assure that the thrust generated by the motor-operator

will be sufficient to operate the valve during accident conditions.

notice should follow the instructions provided in the Appendix.
