I am responding to your June 17, 1992, letter to Hr. Dennis Rathbun, Director, Office of Congressional Affairs, in which you requested information for your constituent, Hr. Frank Adelsperger, on requirements for small businesses supplying technical services to nuclear power facilities, including the Nine Mile Point, Units 1
and 2 and the James A. FitzPatrick facilities located in New York State.
Hr. Adelsperger stated in his letter to you that there seems to be a
requirement that any small business or person seeking to supply technical services to nuclear power facilities must have U.S.
Navy nuclear experience.
The NRC does not impose any such requirement on its licensees.
Furthermore, we have 'discussed Mr. Adelsperger's concern with representatives from both the Niagara Mohawk Power Corporation (licensee for Nine Mile Point Nuclear
- Station, Units 1
and 2) and with the New York Power Authority (licensee for the James A. FitzPatrick Nuclear Power Plant).
Both of these licensees indicated that they do not require persons or organizations providing services to their facilities to have U.S.
Navy nuclear experience.
The NRC does impose certain requirements which persons or organizations may be required to comply with when supplying services to licensed nuclear power facilities.
The extent of the requirements that may be imposed would depend upon the type services provided and the location for performing the services.
Enclosure 1 is a summary of the principal NRC requirements that may apply to contractors supplying services to licensed nuclear power facilities.
These requirements pertain to four major areas:
staff qualifications, quality
