Dear Mr. Sylvia:

SUBJECT:

EXAMINATIONREPORT NO. 50-410/92-06 (OL)

During the weeks of May 11 and 18, 1992, the NRC administered initial examinations to

employees of your company who had applied for licenses to operate the Nine Mile Point

Station, Unit 2.

A requalification retake examination-was

also administered

to a reactor

operator.

At the conclusion of the examinations,

the preliminary findings were discussed

with those members of your staff identified in the enclosed report.

The test results indicate that the reactor operator passed

his requalification retake examination

and twelve of the fourteen candidates

passed all portions of the initial examination.

Two

reactor operator candidates

failed the written portion of the exam.

We had some-difficulty in preparing an operationally oriented examination.

This was because

the reference material provided for examination preparation was incomplete, lacked detail,

and did not have well-developed learning objectives in a number of cases.

A number of

procedura1 deficiencies were noted also.

During the process of application review, it became clear that eligibilityrequirements for

reactor and senior reactor operator candidates

were not clearly defined in facility procedures

used to evaluate candidate eligibility.

We have discussed

these issues with your staff at the exit meeting and in a telephone

conversation on July 1, 1992.

It was agreed during the telephone call that a meeting with

your staff would be scheduled for late August or September

to continue discussions

on these

issues.

Section 2 of the enclosed report provides the details.

ln accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter and

its enclosure will be placed in the NRC Public Document Room.
