Docket Nos.
50-220
50-410
Mr. B. Ralph Sylvia
Executive Vice President
Nuclear Operations
Niagara
Mohawk Power Corporation
301 Plainfield Road
Syracuse,
13212
Dear Mr. Sylvia:
Subject:
Combined Inspection
Nos.
50-220/91-15
and 50-410/91-13
This letter refers to the initial inspection of the Fitness-for-Duty
(FFD)
Program developed for and being
implemented at Nine Mile Point Nuclear
Station,
Units
1 and 2.
The inspection
was conducted
on July 9-12,
1991,
by
Mr.
R. J. Albert of this office.
Areas
examined during this inspection
are described
'in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection consisted of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observations
by the
inspector.
Based
on this inspection,
we determined that the development
and implementation
of your
FFD program are responsive
to both the spirit and intent of the
rule and that the program is aggressive,
comprehensive
and directed
toward
assuring
the public health
and safety.
We also
found that the professionalism
and technical
expertise
exhibited by personnel
involved in administering
the
program are
commendable.
Within the
scope of this inspection,
no violations were identified.
However,
one unresolved
item was identified concerning
two supervisors,
with behavioral
observation
responsibilities,,who
were not trained within three
months of
assignment,
as required
by the
NRC's
FFD rule.
This potential
weakness,
as well
as
two others,
in the areas
of contractor
employees with infrequent unescorted
station
access
and policies
and procedures
which do not address
actions to be
taken
when trace
amounts of alcohol
are detected
during
FFD testing,
deserve
your prompt attention to assure
that programmatic
problems
do not develop.
