TO GENERIC LETTER 88 NINE NILE POINT NUCLEAR STATION UNIT NO.

1 (TAC NO. 71518)

NRC Generic Letter 88-11, "NRC Position On Radiation Embrittlement Of Reactor Vessel Materials And Its Impact On Plant Operations,"

dated July 12, 1988, requested all licensees of operating reactors to provide an analysis of the impact of Revision 2 to Regulatory Guide 1.99 on pressure-temperature limits and submit a schedule for actions proposed.

By letter dated November 22, 1988, Niagara Mohawk Power Corporation (NMPC) responded to GL 88-11 and stated that the current pressure-temperature limits for Nine Mile Point 1 had been prepared using the guidance provided in Regulatory Guide 1.99, Revision 2.

Your response also referred to a

September 4, 1988, safety evaluation in which the NRC staff stated that the current pressure-temperature limits were acceptable in spite of a potential material mixup in the surveillance capsule.

The safety evaluation further stated that NHPC should determine the identity of the test material in the surveillance program and submit revised pressure-temperature limits before the end of 13 effective full power years (EFPYs) of operation.

By letter dated Hay 13, 1991, NMPC submitted an application for a license amendment to. revise pressure-temperature limits.

TAC No. 80394 has been assigned for review of the Hay 13, 1991, submittal.

The application also provided information clarifying the identity of the test material used in the reactor vessel surveillance program.
