SUBJECT; OPEN ITEMS TO ADDRESS GENERIC LETTER 88-14, "INSTRUMENT AIR SUPPLY SYSTEM PROBLEMS EFFECTING SAFETY RELATED EQUIPMENT" NINE MILE POINT NUCLEAR STATION UNIT NO.

1 (TAC NO. M71685)

By letter dated April 1,

1989, Niagara Mohawk Power Corporation (NHPC) provided its initial response to Generic Letter (GL) 88-14 for Nine Mile Point Nuclear Station Unit No.

1.

NHPC indicated at that time that Phase II of its three-phase program to address GL 88-14 would be completed by the end of the next refueling outage (RF0-12),

which recently started on February 19, 1993.

Phase II was intended to address the more complex, longer-term considerations and included system/component evaluations and tests or analyses.

By letter dated September 30,

1992, NHPC advised the NRC that it was evaluating whether to implement Phase II as planned or to modify the Instrument Air System

( IAS) to separate the nonsafety and safety related portions.

The proposed modification would provide dedicated, safety related pneumatic (air/gas) supplies for valves that are required to change position to perform a safety-related function following an accident.

The remainder of the IAS would be reclassified as nonsafety related.

By letter dated February 17,

1993, NMPC advised the NRC that it had decided to proceed with the modification of the IAS.

This decision resulted in a reassessment by NHPC of the workscope associated with GL 88-14.

This reassessment revealed that several tasks identified in the April 1,

1989, submittal would no longer be required and that other tasks would be required as a result of the decision to modify the IAS.

The enclosure to the February 17, 1993, letter provided the current status of IAS items related to GL 88-14.

This letter also indicated that, in order to provide for the design and procurement of equipment, NHPC planned to implement the IAS modification during the next Refueling Outage (RF0-13), that is currently scheduled for 1995.

The February 17, 1993, submittal also indicated that Phase III, implementation of corrective actions and system improvements, would be completed by the end of RF0-13.

The NRC staff has reviewed the status of GL 88-14 IAS items described in the enclosure to the NHPC submittal of February 17, 1993.

We find the schedule for 'the completion of these items to be acceptable with two exceptions.

23 is scheduled to'e completed by the end of RFO-13.

In view of the importance of updated drawings to plant operations, we believe that it may be beneficial to complete this work sooner than proposed in NHPC's February 17,

1993, letter.

I discussed our concerns regarding the timeliness of completing these two items in a =telephone conversation with Hr. Carl Terry of your staff on March 19, 1993.

Hr. Terry acknowledged the importance of having updated drawings available for plant operation and agreed to improve these schedules.

We, therefore, request that NHPC reevaluate its schedule for the completion of Item Nos.

3 and 23.

Please advise us of the results of this reevaluation within 30 days of receipt of this letter.
