SUBJECT:

REQUALIFICATIONEXAMINATIONAND PROGRAM EVALUATION,

REPORT NO. 50-410/92-23 (OL)

During the week of November 15, 1992, the NRC conducted a requalification examination at

the Nine Mile Point Nuclear Station, Unit 2.

The examination was conducted in accordance

with NUREG-1021, "Operator Licensing Examiner Standards,"

Rev. 7 (Draft). The results

of this examination were combined with the. results of the requalification examination

~administered by the NRC from December 2 to 5, 1991, and described in Examination Report

Number 50-410/91-25 (OL) to make a program evaluation.

In the current evaluation, three crews including ten individual operators were evaluated.

Of

this group, one crew and one individual failed the simulator portion, while all others passed

. all portions of the examination.

When combined with the 1991 results, five of six crews

passed the simulator portion and 18 of 20 individuals.passed all portions of the examination.

Based on these results the requalification program at Nine Mile Point 2 is satisfactory.

The open reference written examination was an area of your requalification program that was

found to have programmatic weakness.

Approximately 30 percent of the Section B questions

submitted to the NRC by the facility had to be rewritten or revised to meet all of the

standards

set by ES-602.

As a result of the NRC identified weakness,

your staff has

committed to review and upgrade this section of the examination bank,

During this requalification examination, a review of operator medical records was conducted

to verify compliance with 10 CFR 55.21.

The administrative controls and program

implementation were determined to be in compliance with regulatory requirements

and no

discrepancies

were identified.

At the conclusion of the evaluation, findings related to the preparation and administration of

the requalification examinations were discussed with those members of your staff identified

in the enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a

copy of this letter and the enclosed report willbe placed in the NRC Public Document

Room.
