This letter refers to the inspection conducted by Ms. Laurie Peluso of this office on

December 7-10, 1992, of activities authorized by NRC License Nos. DPR-63 and NPF-69 at

the Nine Mile Point Site, Scriba, New York and the J.A.FitzPatrick Environmental

Laboratory, Fulton, N.Y. and to the discussion of our findings held by Ms. L. Peluso with

Mr. K. Dahlberg and Mr. M. McCormick and other members of your staff at the conclusion

of the inspection.

Areas examined during this inspection, involving your Radiological Environmental

Monitoring Program, are important to public health and safety and are described in the NRC

Region I Inspection Report which is enclosed with this letter.

Within these areas,

the

inspection consisted of selective examinations of-procedures

and representative

records,

interviews with personnel,

and observations by the inspector.

Within the scope of this inspection, we noted that members of the Environmental Protection

Department in cooperation with members of the New York Power Authority's Radiological

Environmental Services Department have implemented the Radiological Environmental

Monitoring Program effectively. No safety concerns or violations of regulatory requirements

were identified.
