NRC Region I Combined Inspection Repoic No. 50-220/92-22 and
50-410/92-25
This refers to the results of the routine resident safety inspection conducted by Messrs.
W. Schmidt, R. Laura, and W. Mattingly and Ms. C. Beardslee from August 16 through
September 26, 1992, at Nine Mile Point Units I and 2, Scriba, New York. Mr. Schmidt
discussed
the inspection findings with members of your staff at the exit meeting conducted on
October 5, 1992.
This inspection was directed toward areas important to public health and safety.
The
enclosed NRC Region I Inspection Report describes
the areas examined during the inspection.
Within these areas,
the inspection consisted of observation of activities in progress,
interviews
with personnel,
and selective examinations of procedures
and representative
records.
Your staff took prompt and appropriate corrective actions to mitigate the affects of degraded
conditions of equipment at Unit I. At Unit 2 an automatic scram occurred due to a weak
understanding of the feedwater and condensate
system integrated operation, and one of the
oft-site power lines was lost.
Our review of these events and their similarities to previous
issues
is ongoing.
