Final Systematic Assessment of Licensee Performance
(SALP) Report
Nos. 50-220/91-99 and 50-410/91-99
This letter forwards the Nine MilePoint Units 1 and 2 Final SALP Report (Enclosure 1) for the
period of April 1, 1991 through May 23, 1992. The initial SALP report was forwarded to you
by our August 25,
1992 letter (Enclosure 2). Our evaluation was discussed
with you and
members of your staff at a meeting at NMPC training center on September
16, 1992.
NMPC continued to operate the facility safely and overall SALP performance ratings remained
consistent with the previous period. However, declining trends in the Maintenance/Surveillance
functional areas were noted. Several instances of inattention-to-
detail and failure to follow procedures
occurred,
indicating that NMPC has not been fully
effective at correcting
these long-standing
performance
problems.
There were also several
instances of maintenance-related
scrams and events, indicating that overall effectiveness of the
maintenance
program
was
declining.
The NRC
noted
the
consistent
excellent
security
performance over the last several periods, and the significant improvement in the performance
of the Unit 2 ALARAprogram.
Your letter dated October 6, 1992, transmitting your response
to the initial SALP report is
attached
as Enclosure 3. The list of attendees
at the September
16, 1992 SALP management
meeting is attached as Enclosure 4. As agreed to during the SALP management meeting, we have
revised our board comment in the emergency
preparedness
functional area. This'evision is
described in the final SALP Report Revision sheet, Enclosure 5 to this letter.
No reply to this letter is required. Your actions in response to this assessment willbe reviewed
as part of the continuing inspection program of your facility.
