SUBMITlALOF REVISION 10 TO THE NINE MILEPOINT NUCLEAR STATION UNIT 1 FINALSAFETY ANALYSISREPORT (UPDATED) AND THE ANNUAL10 C.F.R. 550.59 SAFETY EVALUATION

SUMMARY

REPORT.

Pursuant to the requirements of 10 C.F.R.

$50.71(e) and 10 C.F.R.

$50.59(b), Niagara Mohawk Power Corporation hereby submits Revision 10 to the Nine Mile Point Nuclear Station Unit 1 Final Safety Analysis Report (FSAR) (Updated) and the annual Safety Evaluation Summary Report.

One (1) signed original and ten (10) copies of the FSAR (Updated) Revision 10 are enclosed.

Copies are also being sent directly to the Regional Administrator, Region I, and the Senior Resident Inspector at Nine Mile Point.

The Unit 1 FSAR (Updated) has been reprinted double-sided and reassembled in new binders.

Allpages submitted to update, revise, or add pages to the report have been appropriately inserted into the report.

The updated and/or revised pages indicate Revision 10, June 1992, and are annotated by vertical bars placed in the page margin.

The FSAR (Updated) revision contains changes made since the submittal of Revision 9 in June 1991.

The certification required by 10 C.F.R.

$50.71(e)(2) is attached to this letter.

Niagara Mohawk's letter dated November 16, 1989 (NMP1L 0455) provided a response to Notice of Violation EA 89-70.

Violation II.F identified specific instances in which the original FSAR was not revised to reflect changes to the facility, as required by 10 C.F.R.

$50.71(e).

Niagara Mohawk's response to this violation included a commitment to conduct a FSAR verification program.

The verification program is progressing and willcontinue under the direction of our Licensing Department.

Identified FSAR deviations are being documented and resolved in accordance with established procedures.

As this is a continuing verification program, our annual FSAR updates include any FSAR changes that result from this effort. The FSAR Verification Program is scheduled to be completed in November 1994.

- Niagara Mohawk has also initiated a number of activities to improve the format, content and general ease of use of the Unit 1 FSAR (Updated).

These improvements willprovide an enhanced framework for the incorporation of future FSAR changes, thereby contributing to continued compliance with the requirements of 10 C.F.R.

$50.71(e).

Several of these improvements are reflected in Revision 10 of the FSAR (Updated):

1.

The report has been printed double-sided and reassembled in new binders to reduce the overall volume of each binder and to facilitate removal and insertion of pages.

2.

The Fire Hazards Analysis (FHA) and the Safe Shutdown Analysis (SSA),

previously published as separate documents that were incorporated into the FSAR (Updated) by reference, have been incorporated directly into the FSAR (Updated) as Appendices 10A and 10B, respectively.

This willpermit FHA and SSA changes to be made on a page replacement basis (rather than republishing the entire document as a new revision), and emphasizes to FSAR (Updated) users that the FHA and SSA are integral parts of the licensing basis documentation for Unit 1.

Other improvements under active development by NMPC include:

1.

Replacement of the current FSAR P&ID figures (which are unique to the FSAR) with improved figures that are derived directly from engineering P&IDs produced by computer-aided design methods.

2.

Reformatting the entire FSAR (Updated) using as guidance the standard format of Regulatory Guide 1.70, Revision 3.

These initiatives will: (1) establish a uniform report format; (2) assist FSAR (Updated) users in locating information within the report; and (3) help assure the completeness and consistency of the information presented.

The enclosed annual Safety Evaluation Summary Report contains brief descriptions of changes to the facility design, FSAR (Updated), procedures, tests, and experiments.

None of the Safety Evaluations involved an unreviewed safety question as defined in 10 C.F.R.

$50.59(a)(2).

In addition, none of the changes to the Fire Hazards Analysis and the Safe Shutdown Analysis (FSAR (Updated) Appendices 10A and 10B) resulted in a decrease in the effectiveness of the Fire Protection Program.
