50-410/92-13
This refers to the results of the routine resident safety inspection conducted by Messrs. R. Laura
and W. Mattingly, and Ms. C. Beardslee from April 1 through April28, 1992, at Nine Mile
Point Units
1 and 2, Scriba, New York.
Mr. Laura discussed
the inspection findings with
members of your staff at the exit meeting conducted on May 1, 1992.
This inspection was directed toward areas important to public health and safety.
The enclosed
NRC Region I Inspection Report describes
the areas examined during the inspection.
Within
these
areas,
the inspection consisted of observation of activities in progress,
interviews with
personnel,
and selective examinations of procedures
and representative
records.
Your staff operated Unit 1 and conducted refueling activities at Unit 2 safely over the period.
At Unit 1, operators responded well to an automatic reactor scram due to a malfunction of the
turbine control system.
Refueling outage activities at Unit 2 were observed
to be properly
controlled.
This report does
contain one issue,
pertaining to work control, that was not
conducted
in accordance
with your established
standards.
However,
we are particularly
encouraged
by your aggressive corrective actions and therefore the issue willnot be subject to
enforcement action.
