Enclosed

is the report of the April 6-9, 1992 inspection of the Nine Mile Point Station

emergency preparedness

program conducted by Mssrs. C. Gordon, L. Eckert, and J. Lusher

of this office. Discussions of our findings were held by the inspectors with Mr. Sweet ofyour

staff at the conclusion of the inspection.

The inspectors

found effective overall implementation of your Emergency Preparedness

program.

However, during follow-up of outstanding

open

items, we found that your

expected completion dates ofcertain items identified in the 1988 NRC Emergency Response

Facility appraisal

have not been met.

Therefore, within 30 days of receipt of this letter,

please provide to this office a response

which describes either 1) a proposed schedule to

complete

the

outstanding

items

or

2)

an

explanation

stating

the

reasons

why the

commitments have not been made.
