REQUEST FOR ADDITIONAL INFORMATION CONCERNING PROPOSED LICENSE AMENDMENT FOR OPERATION WITH CONTROL ROD DRIVE 22-31 POTENTIALLY UNCOUPLED NINE MILE POINT NUCLEAR STATION UNIT NO.

1 (TAC NO. H83065)

By letter dated March 31,

1992, Niagara Mohawk Power Corporation (NMPC) submitted a proposed license amendment to permit operation for the remainder of cycle 10 with control rod drive 22-31 potentially uncoupled.

The NRC staff has begun its review of your submittal;

however, we have determined that additional information is required for us to complete our review.

While your March 31, 1992, application includes an evaluation in which NHPC determined that the proposed amendment does not involve a significant hazards consideration, the application does not provide a comprehensive safety evaluation which fully describes the changes desired.

Such a safety evaluation is required pursuant to 10 CFR 50.90 for all proposed license amendments.

The requested information should be submitted in a timely manner to permit us to complete our review in accordance with your request for processing the requested change on a priority basis.

Your safety evaluation should be sufficiently quantitative to demonstrate that the consequences of postulated accidents are acceptable.

The additional information should also include a quantitative discussion of the effects which may occur if the amendment is not approved.
