Combined Inspection 50-220/92-09 and 50-410/92-10

This letter refers to the routine safeguards

inspection conducted by Mr. E. B. King of this

office on March 23-27, 1992, of activities at the Nine Mile Point Nuclear Station Units

1 and

2, authorized by NRC License Nos. DPR-63 and NPF-69 and to the discussions of our

findings held by Mr. King with Mr. J. Beratta and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection are described in the enclosed NRC Region I Inspection

Report.

Within these areas,

the inspection consisted of selective examinations of security

procedures

and representative

records, interviews with personnel

and observations

by the

inspector.

Additionally, the inspector examined Fitness-for-Duty (FFD) issues which

remained open after our initial inspection of the FFD program on July 9-12, 1991.

We found that your physical security program is effective and directed toward assuring

public health and safety.

Management support for the program was evident through the

implementation of several program enhancements

to increase its effectiveness.

We also

found that your actions to resolve the open FFD issues were thorough and prompt.

Within

the scope of this inspection, no violations were observed.

However, one unresolved item was identified that requires attention to maintain the

effectiveness of the security program.

This is discussed

in the enclosed inspection report.

Portions of the enclosed inspection report contain details of your security program that have

been determined to be exempt from public disclosure in accordance with 10 CFR 73.21

(Safeguards Information).

Therefore,

those portions willnot be placed in the NRC Public

Document Room and will receive limited distribution.

This letter and the remainder of the

inspection report will be placed in the Public Document Room, in accordance

with-10 CFR

2.790(a).
